Andy Wingo 38f23e75a5 Add meta/build-env 
* meta/build-env.in: New file which sets up an environment that does not
  inherit GUILE_LOAD_PATH / GUILE_LOAD_COMPILED_PATH (unless
  cross-compiling).

do not name files using extension ".am", as automake is overzealous sometimes.
